FBI says al-Qaida could recruit non-Arabs for attacks on United States

July 16, 2004 - The FBI has warned that Al-Qaida may be recruiting non-Arabs to carry out attacks inside the United States. The terror group especially seeks operatives who have U.S. citizenship or legal residency status, because they may be less likely to attract the attention of security personnel. The warning was distributed by FBI's counter-terrorism division in its weekly bulletin to 18,000 U.S. law-enforcement agencies.

The new warning came amid a continuous stream of intelligence which analysts say indicate that al-Qaida is planning to strike the United States within the next few months, hoping to inflict mass casualties again and disrupt the the presidential elections.

Security will be particularly tight during this summer's political conventions, which begin with the Democratic party's July 26 convention in Boston, followed in late August by the Republican convention in New York City.
