July 19, 2004 Bulletin C.I.A. Sends Terror Experts to Tell Small Towns of Risk July 18, 2004 - The CIA and the FBI have begun dispatching counterterrorism experts to a dozen cities and small towns to warn of the possibility of an attack by Al Qaeda this year, government officials said this week. The briefings are conducted by intelligence analysts, who have visited small cities and towns across the country in order to advise local authorities about the terror threat. This is a part of an effort to put the threat in context. Government officials have described the current threat as the most serious since the months before the Sept. 11 attacks. FBI officials have contacted local authorities in many more cities and are trying to arrange briefings for sheriff's offices and police departments throughout their jurisdictions. The meetings provide a fresh perspective about the threat, the capabilities of Al Qaeda, and the reports that Al Qaeda hopes to carry out a terror attack in the United States sometime this year.
